A as well as B 作主语时，个人认为谓语形式应该跟A相一致，因为这里的as well as B只是句子的附属成分，去掉它应该不影响整个句子的结构

 当2个并列成分用or连接时，谓语动词与后面的一致，类似的有as well as ,either ...or...等本

题中的services不就是复数吗？
而and后面的用复数形式的谓语动词，即使他连接2个不可数的成分。
