政府的公共交通觉的很难提价或消除那些不能获利的服务, 所以应该从政府部门去除. 如果公共交通由私企(就是, 民营企业)来运做, 他们将追求利润, 所以政府资金不用再承担运行的费用了.
作者的假设就是, 私营企业来运营公共交通系统将会产生利润(P = R - C).

你所问的那个PC, 就是人民的需要, 比如, 人民不愿意掏更多的钱做车等等....
私营企业来管理公共交通后, 也要考虑这些问题, 那么作者的假设在什么情况下能被支持呢? 正如B所说, 考虑完人民需要后, 还能获利.
