这就已经承认了turist traffic(即文中的cable car)会deteriorate the ruins.

换句话说,cable car会毁坏遗迹,只不过程度上不如自然风化.

而E说cable car能取代(有很大危害的)tour buses,注意E没有承认cable car有危害(与D的不同之处),所以这是在削弱"cable car 有危害"这种说法.
