原文讲teenages得失业率上升是因为最低工资太高

而B讲从1960年来，最低工资不变，但teenages失业率上升，说明最低工资和失业率或许并没有非常直接

得关系。（可能是其他原因导致teenages失业率上升）

商家在最低工资的时候都不雇青少年，因为连正式工都是最低工资的时候都雇不起，那无论teenages是标价多少钱，他们都不会雇的。

B说得就是即使在工资支出最低的时候也是不能雇青少年，那么设什么对于青少年的工资限度都是没有意义的。
