我虽然还没考，不过朋友交了一招考试用的，就是违反常理的答案基本是不对的。如果你是二选一的话，一看这个答案，在现实生活中根本是行不通的，你就要考虑一下了。

个人认为，题目问如何使这个control不会有过分的限制性，那么既然这个control是

限制effluent的，就只能从它的限制物入手，跟谁赞成它没关。也就是说C所讲的那些赞

成这个control的国家都是污水排放量很大的国家，这和这个control所限制的东西无关。

当然如果污水排放量很大的国家都赞成这个control会更好，不赞成的话也不会影响

control的限制性。我认为，control的限制性为客观的，不以主观意志为转移的，然而各

国赞成与否是主观的，两个根本不能划等号。有些国家即使不赞成也得履行法律。

OG的解释是，一些污水排放量大的国家赞成也许有帮助，但不一定所有的都得赞成。所说

的正是异曲同工之妙。
