我对于A作为答案没有异议，但是我觉得题目后半句的表达有问题。两个红色的can，我觉得应该都换成can't才对，否则的话，意思完全和前半句反过来了。我是不是疯了，觉得ETS出错题目？

都应该加以考虑的。如果像楼上所说的，是ETS故意在后半句把话讲反掉，是故意给

错误信息的话，那么作每道题时我怎么判断哪些话我该看，而那些有不该critical

thinking呢？

ls,不是这样想的，这个是归纳题，所以对题干本身的叙述不要去critical thinking, 不管题干说什么都是对的。

 这个题干确实是推出矛盾：按照题干推理，a country's ability to be competitive 是无法通过两样措施的协调达到的。

不过ETS可是故意在蒙害人的哦。
