According to the Tristate Transportation Authority, making certain improvements to the main commuter rail line would increase ridership dramatically.  The authority plans to finance these improvements over the course of five years by raising automobile tolls on the two highway bridges along the route the rail line serves.  Although the proposed improvements are indeed needed, the authority's plan for securing the necessary funds should be rejected because it would unfairly force drivers to absorb the entire cost of something from which they receive no benefit.

答案选D,我选了C。虽然我觉得D有道理,但是C选项——commuter提前买了很多token以延迟涨价的影响,也是对这个计划有效性的一种影响啊!而D选项说有20%的人会换道,那还有80%的人在走原来这条涨了路费的道路。两个选项都有可取之处,只是不知道GMAC怎么就确定应该是D选项。

个人看法。

1)although后面的东西不重要,没有必要过于关注它。

2)主要判断根据这句话:The authority plans to finance these improvements over the course of five years by raising automobile tolls on the two highway bridges along the route the rail line serves.

那我就想,直接反对这句话应该是cast most doubt的,即收得到,收不到钱是解题的关键。而D正好满足了我的猜想。

3)C选项也削弱,但是他不是直接反对推导过程,所以不是最强的削弱。

个人觉得还是应该从题干中本身的反对理由入手,题干中说: should be rejected because it would unfairly force drivers to absorb the entire cost of something from which they receive no benefit.只有这个标准才是去判断计划有效不有效的标准.能不能筹到钱做为一个判断计划有效性的标准,题干中可是没有提及哦,逻辑题目一般是不可以随便按自己的常识来加一个"标准"的.

题目是问这个计划实施的有效性,也就是说这个计划能不能筹到钱。但是,C选项说明了对于筹钱产生了一定影响啊,虽然D选项也有影响。

LZ,再仔细看下题目的意思. 题干说那个计划不公平所以不该执行,不公平的原因是它使得不能从IMPROVEMENTS中得到利益的ATUMOBILES的主人们(没有明说是主人,大概这么意思一下了)得到好处.现在题目问的是:什么样的理由可以说明它确实是没有效果的,也就是说什么样的理由确实可以说明这个计划是不能让ATOMOBILBES得利益的.

C选项有点跑题了哦,如果实在起效果,也是起的削弱效果:这些COMMUTERS提前大量买票,那ATUMOBILES不是有所赚头了.而且在不知道COMMUTERS以后到底还坐不坐这些车的情况下,谁能否认这些顾客以后还是会继续乘坐的?如果继续乘坐,ATOMOBILES可就赚死了.那么文中反对计划实施的理由就荡然无存啦.

D选项,LZ可以看题干中说AUTHORITY本来就是打算用那些提高了的TOLLS去弥补维修的钱的,也就是说那些drivers先把钱从COMMUTERS那得来然后上缴的.现在20%的人跑掉了,那些DRIVERS们不就给背上"得不到任何利益的"COSTS了?
