我是这么想的，虽然我选了B，但是我认为如果B是with就没问题了，BY不好：

A conclude with/by B 都存在，但是大家仔细看看，B一定是A的某种方式或动作；

这个题里面，考察的不是conclude 短语，而是 to ones satisfaction ，而to ones satisfaction 不是A发出的动作或方式，所以和conclude没关系。
