我查了一下关于 's所有格的用法

1.多数情况下，A's B结构中，A相当于主语，B相当于动词或宾语
    eg: my father's car (=my father has a car)
2.A也可相当于动词的宾语，B相当于动词
    eg: the prisoner's release (=sb. rleased the prison)

3.在一些其第一个词指一点或一段时间的表达方式中，'s所有格很常用
    eg: yesterday's paper
        an hour's delay
4.'s所有格结构在第一个名词是有生命的词语里最常见，在其他的情况下，我们常用of结构
    eg: my father's name
        the name of the street

B正确， Last year's 没问题。在白皮书里有这样的表达方式。

同意，“the economy would be able to 前一定要加that ”，故C错了

C 里面the economy would be able to 前一定要加that

要是我就选C. there is ... this year than there was last year,很工整嘛! was 后面和is后面的内容是一样的,可以省略.其他的比较都不配对啊.

不知道大家还记不记得OG里的一个讲有关学生与电脑的分配问题的题目。
there is 。。。than there were。。。
选项B中的比较，单从时间的比较似乎有些单薄。这是我读题目时的感觉！

如果选a,那么怎么解释chance of recession this year 和last year 的比较问题，好像这里的chance of recession不能省略，这一点好像是新东方一直强调的东西，如果可以省略，依据是什么呢？请教

I think so. "There was" is wordy.
"would be" is inconsistent with "are convinced" in tense and unnecessary of  using subjunctive.  "Can " is better than "be able to" in here.
