A的意思是:大多数支持扩建铁路的人都说,他们觉得扩建铁路对他们最大的好处是,(扩建以后),他们在高速公路上开车往返时交通就不会再这么拥挤了.隐含的意思是,他们其实自己不想坐火车,只是希望铁路建成后别人都去坐火车,这样高速公路上的车就会少,他们开车就不会挤了.大家都是这么想的,那么就是说,即使铁路扩建了,也还是没多少人会选择坐火车,大家还是在高速公路上开汽车,交通状况还是不会缓解,这个逻辑关系大致就是这样.
