试着解答一下，我本来也选了D，但是后来想想B是对的。

原文提议要total banned on effluents whether 他们是否造成了某种damage，但是又不能有不必要的controls，问怎么解决？

(B) any substance to be made subject to controls can actually cause environmental damage  以是否ACTUALLY造成污染为标准

(D) all of any given pollutant that is to be controlled actually reaches the North Sea at present 标准被narrowed，不能以现在是否到达了North Sea为标准，缩小了enviornmental damage的范围
