The following appeared as part of an article in a magazine devoted to regional life.
“Corporations should look to the city of Helios when seeking new business opportunities or a new location. Even in the recent recession, Helios’s unemployment rate was lower than the regional average. It is the industrial center of the region, and historically it has provided more than its share of the region’s manufacturing jobs. In addition, Helios is attempting to expand its economic base by attracting companies that focus on research and development of innovative technologies.”

Another problem with the available work force is its size

Unemployment rate is not a key factor to attract companies. There should be other advantages stated in the article, such as: high quality labors(cost-saving lobors), convenient transportations, infrastructure, living cost, weather, location, resource, stable political situation……..etc
The article doesn’t provide any statistical figures to support its view, so we can’t make a decision barely by unemployment rate.
The article fail to illustrate some famous companies located in Helio, so I am not convinced.

Gratuitious Assumption--"low unemployment rate is good for new businesses"  this might actually mean that there are no employees to be had in helios
All Thing Equal--just because this is an industrial center it is not necessarily good for all corporations, the reasons that it became such a center are not necessarily favorable to other new businesses and may not still exist

To begin with, it is questionable whether the available labor pool in Helios could support all types of corporations.
Another problem  with the available work force is its size.
Finally, without any knowledge of the existing industrial structure in Helios, a company would find it difficult to decide whether its invertment or relocation in this city is wise.

The following appeared in the editorial section of a local newspaper.
“In the first four years that Montoya has served as mayor of the city of San Perdito, the population has decreased and the unemployment rate has increased. Two businesses have closed for each new business that has opened. Under Varro, who served as mayor for four years before Montoya, the unemployment rate decreased and the population increased. Clearly, the residents of San Perdito would be best served if they voted Montoya out of office and reelected Varro.”

OverSimplification--the fact that the population decreased and unemployment increased during Montoya's first four years does not necessarily indicate that Montoya was the cause.
OverSimplification-- similarly the increase in population and the decrease in unemployment during Varro's term doesn't necessarily mean that Varro was the cause.
GratuitiousAssumption--the author assumes that the higher rate of closing businesses than of opening businesses means means that the local economy is having trouble.  It is possible that the businesses that are closing were not very profitable while the businesses that are opening are and will be highly profitable, if this were the case then it should be taken as a sign of economic success.

A. the arguer fails to eatablish a causal relationship between Motoya administration and the problems of unemployment and population loss.
B. In addition, the argument at hand might have been intentionally oversimplifies for the specific purpose of angering citizens of Sam Perdito, and thereby turning them against the incumbent mayor,

The following appeared as part of an article in a computer magazine.
“A year ago Apex Manufacturing bought its managers computers for their homes and paid for telephone connections so that the managers could access Apex computers and data files from home after normal business hours. Since last year, productivity at Apex has increased by 15 percent. Other companies can learn from the success at Apex: given home computers and access to company resources, employees will work additional hours at home and thereby increase company profits.”

Notice that only managers were bought computers by Apex, whose productivity indeed rose 15 percent as the result.  It is different from the assumption made in the article, which stated that if all employees were brought computers, they would work extra hours at home.  Managers ≠ all employees

A. This argument suffers from a fallacy of post hoc, ergo propter hoc.
B. Next, the author fails to provide any evidence tht installing home computers for managers really led to the increase of Apex’s productivity.

The following appeared in an Avia Airlines departmental memorandum.
“On average, 9 out of every 1,000 passengers who traveled on Avia Airlines last year filed a complaint about our baggage-handling procedures. This means that although some 1 percent of our passengers were unhappy with those procedures, the overwhelming majority were quite satisfied with them; thus it would appear that a review of the procedures is not important to our goal of maintaining or increasing the number of Avia’s passengers.

Avia

Ans:
It doesn’t represent that the others who don’t complain are satisfied with their procedures.
Although 0.1% of the customers complained about their baggage procedure, it doesn’t they are the only customers who are dissatisfied with the procedure. Some customers might be disatified but didn’t comlpain about it.
So we can’t sure if the 0.1% complaint is too few to be neglected.

A. In the first place, the arguer takes for granted that the 99 percent of Avia passengers who did not complain were happy with the airline’s baggage-handling procedures.
B. In the second place, lacking any information regarding the number of passengers per flight and the complaint records of competing airlines, we cannot evaluate the seriousness of the problem.

The following appeared in an editorial from a newspaper serving the town of Saluda.
“The Saluda Consolidated High School offers over 200 different courses from which its students can choose. A much smaller private school down the street offers a basic curriculum of only 80 different courses, but it consistently sends a higher proportion of its graduating seniors on to college than Consolidated does. By eliminating at least half of the courses offered there and focusing on a basic curriculum, we could improve student performance at Consolidated and also save many tax dollars.”

Saluda

A. In the first place, the smaller number of courses offered by the small private school may not have much to do with its higher percentage of graduating seniors who go to college.
B. In the second place, the arguer fails to consider other possible factors that might contribute to the student performance at Consolidated.

a local chain Greentree Grocers has been experiencing high sales volume but decreasing profit margin. Its customers are wealthy people looking for gourmet food and luxury shopping experience, so it must cut costs without hurting the customers' shopping experience. So it plans to layoff 10 employees per store and eliminate expensive displays and free samples. In addition, it will partner with Cabaree Coffee Cafe to have a coffee shop in each store. This is supported by a recent survey that the Grocers and the Cafe attract similar types of customers. The conclusion is that Greentree Grocers will experience high sales volume as well as high profit margin.

The following appeared as part of a business plan by the Capital Idea Investment firm.
“Currently more and more books are becoming available in electronic form — either free of charge on the Internet or for a very low price per book on CD-ROM.* People who would not pay bookstore prices will now have access to whatever book they want from their home or work computers. Consequently, literary classics are likely to be read more widely than ever before: 72 percent of those responding to a recent online survey said they would read books in electronic form, and 81 percent said they believed that reading classic works was important. Given this newly developing market, we should invest in E-Classics, a new company that sells electronic versions of literary classics.”
*A CD-ROM is a small portable disc capable of storing relatively large amounts of data that can be read by a computer.

A. The increase in access to classics cannot ensure improvement or change of the public taste in reading.
B. In addition, reading literary classics alone cannot create a far more sophisticated and learned reading audience.

5
conclusion: now is the perfect time to buy houses.

2月陈列MORE INEXPENSIVE MODEL,打INEXPENSIVE MODEL的广告,OVERALL SALES下降。

10.
A survey shows that our consumers are more cared about eating healthier. One way to eat healthy is to eat organic food, which is free of fertilizer and pesticide. Our city has no organic food store currently, so we can establish one in our city. We can open organic food store in our gyms so that we can expect that the profits of our gyms, which stayed the same for a year, would increase.
