根据所有格的形式，排除B中的conference’s ,
proceedings of the communist party conference 表达比communist party conference moscow proceedings一长串词叠加在一起表达意思更清晰，排除C D
A 和E， 看来看去，只发现一个not的位置有区别，别的没有啥区别啊，怎么区分呢？

只说AE两个选项
这两个选项实际上仅仅涉及一个否定形式的表达问题
not all .... 这个是一个部分否定，翻译为 不是所有的
而 all ... not这是一个完全否定，翻译为 所有的 都 不是
比较这两句话 你就明白了：
Not all the boys are students. 并不是所有的男孩都是学生
All the boys are not students. 所有的男孩都不是学生

AE两个选项严格上说都没有严格的语法错误
我们把它们翻译成中文：

A: 尽管在莫斯科召开的共产党会议的所有议程都没有被实况转播，但是苏联观众看到了大量的报道。
E: 尽管并不是所有的在莫斯科召开的共产党会议的议程都被实况转播了，但是苏联观众还是看到了大量的报道。

这就是两个选项的差别，至于最后A和E哪个对，那么我只能说这是一个见仁见智的问题
但是归根结底，你需要考虑到底哪个答案是GMAT需要的，或者说到底哪个答案的说法最符合一个读MBA的商学院人才说的，
在我看来E选项表达的意思更符合一些，所以我赞同选择E
