    原文说颁布出口禁令的目的是减少S的压制，而电信生产商反对禁令的理由是普及电信设备可以减轻压制，这里就需要保证一点，即出口到S的电信设备确实可以到民众的手里，如果不可以，那么即使不禁止出口，到S的电信设备也不能发挥减少压制的作用

这里，B选项说如果对电信设备取消禁令，电信设备需要保证不是只top development officials可以得到，就是要保证出口区的电信设备可以到普通民众的手里

而A选项说的是S最近已经增加了允许进口到S的电信设备的数量，与电信设备能否发挥减少压制的作用是无关的
