1.根据修饰的就近原则where there is abundant precipitation and where it is cold enough to allow some snow to accumulate year by year.这一句前面应该紧跟其修饰的先行词。很明显，它修饰的是 cool, moist middle latitudes。所以b选项正确。
2.我认为是考固定用法。be attributed to~~~词短语常用作被动形式。
