我的理解：
第一、意思上理解
potential是"具有什么的潜能，潜力"的意思，(D)中a practice that has the potential for causing则表示的是"一种有潜力造成...的操作"，显然不是要表达的意思。
potentially是"潜在地"，(E)中a practice that can, potentially, cause表示的是"这种操作潜在地造成了..."
第二、用法上讲
the potential of doing好像是ETS的习惯用法。事实上the potential for doing的用法大有人在。相比较，（E）的potentially的用法无问题。 |
