1、我认为all 。。。are not 是全否定。
2、1）likely to， likely that。2）for nulear power 成了building 的主语。
3、C中的 merging后面的动作成了 nuclear reactors的了。
4、间隔用as 不好；用主语可以使动作的执行者更明确。

1  in GMAT, all.....not 是存在歧义的

2 likely aprove 不对,应该是 likely to aprove, but I still feel awkward

3  C have to errors, 1 对于 ing 来说，是表结果的，在这里明显应该是表并列的， 对于，2 as 用法错误，

4 个人认为，只有between 才能和during 很好的对称起来

All...not在GMAT里表示部分否定
LZM的烂书P217，All his children are not at school他的有些孩子没在上学
但这家伙在后面的问题里就解释不清楚了
另，请问3中as用法错在哪里？as nuclear reactors do跟的是句子啊

as 表时间有延续的意思。但这只是在事件发生过程的时间延续。问题中的延续不是它经过所花的时间延续，而是它两次经过之间的时间差。

关于3中的c，除了merging逻辑主语的问题，ａｓ的用法是有歧义的：

１,  as nuclear reactors do: split them apart
2, as nuclear reactors do, 修饰前面　merging the nuclei of atoms。。。，表明象、nuclear reactors 一样merge the nuclei。  而用ｅ直接避开了这种歧义。
