A is the right answer, I think.
"proposal" should be completed by the word "to". Althogh "whatever its merits" seems to be incompleted, it is a good expression in english.省略。

You got the right answer. However, another example in my question shows the word "of" right after the word "proposal". Any explaination?

Both of and to can follow PROPOSAL. But there are slightly different.

1. When proposal of is presented, there should be a noune followed and the proposal occured. Therefore, your additional example fits this pattern.

2, If proposal to is presented, the action proposed doesn't happen and there is no way to transform a verb into a real noun. The original question is the case for this pattern.
