我的问题是，announced后的that确定可以省略吗？还有D为什么不对？one-fourth和one forth的区别是什么？

announced后的that一般不可以省略，但不是硬伤，所以在没有选择的情况下是可以被接受的。
A项：时态不统一，不和逻辑；'they'指代歧义（sales? stores?）所以虽然有that，还是不对
D项：
1. to do 修饰主语，原意是stores close, 这里是Corporation close，改变了原意
2. 作‘解释’的意思时，account要用动词形式，和for搭配(account for)；account和of搭配时(account of)，account是名词，意思是‘记录、账簿’
3. poor sales是原因，这里当成了结果（同B）
4. up to 1/4 of its stores的修饰对象是？？


另外fourth是‘第四’的意思；'forth'是‘先前的’的意思

D选项的announce的用法感觉不对，因为announce后面一般都加宾语从句，没见过加不定式的，

可能是个固定搭配；时态也不对，C选项的进行时表将来时，而D选项的是纯粹的现在进行时。

一般宾语从句都不省that，也就是说that是个优选，有that更好，没that也不是必错。

I actually found the orignal text on NY times.

It reads: ..announce that it was closing...because of poor sales.
