求救···非谓语动词v-ing和that用法区别

这题选B  如果C 的protect改成protects的话 是不是C就没问题了？？？？做LAW的定语为什么要用requiring 不用THAT呢~~

因为that定语从句表示的是一次性动作，而ving表示的是重复性动作，而法律颁布之后是在长时间内有效的，所以用ving。

关于require的用法正确的形式有：require sb. to do sth.  ;    require  of sb. that  ;

require that ;   none + required of sb. to do sth.

D、E无问题所以不说了。。。。

而按照LZ所说的，如果要C正确的话，应该要把protect 改成 to protect 吧。。。。而且，为

什么要改protects 呢。。。第三人称单数？？

至于A的话，错的地方应该是be on吧。。。。wordy而且awkward 了。。。。。
