时态的用法

我最头疼的是这些师太！请解释一下。。

1）由于没有具体的时态提示，从句意上讲（读题时的感觉），我倾向falls。因为within two years好象有表将来的感觉，所以用完成时太不正确。现在时能表将来吗？我认为这里表达的是一个普遍的某一时期的现象。

2）visited 应与 journeyed对应时态吧。倾向选它。
3）has hardly increased during two decades。表示一个20年的过程似乎较好。

应该是fails吧。因为在说明一个客观事实。LZM上好象就是这么解释的，我认为还是有些道理的。
