saying 从句的主语是compliance，因此后面的动词时复数的先排除：A\C\D

E to require表示这个laws的目的，但从句意上来说，需要一个修饰laws的用法，也就是做什么的law，而不是为了什么的law。

B 形容法律、法规等常用v-ing形式，表示这个法律是持续的，不是一次性的。

that 从句和现在分词的区别，that从句多数强调的是一次性的动作，而现在分词除了表示主动，还有一个意思就是多次重复，所以法律，法规后面的定语修饰都是用的现在分词而不用定语从句，这是标准书面语的用法。

提醒大家注意require后面简洁起见直接接宾语，如B选项；而不像A选项用require that.

抄的，因做了三遍本题还是错的，第三遍发现前面记录的讨论都没有对症到自己错误原因的点子上。所以 特别提醒大家注意require的这一简洁用法对区分A选项和B选项的作用。

个人理解，仅供参考啊
saying引导一个主语从句，their compliance with law is protecting sea turtles.
而requiring turtle-excluder devices on shrimp nets则是说那个Law的，LZ们说的好，requiring表示法律的一个重复关系，一个状态，而不是目的。排除D，E
A个人觉得虽然that多余，问题还是在be 上和protect上
C. saying that their compliance with laws that require turtle-excluder devices on shrimp nets protect（s）.
其实我说不上什么大毛病，除了protect没有加s，但是整体感觉不对，可能是语意不清，不知道that require说的是Law，还是compliance
