答案是A对答案没有异议，B中的it指代不清，C中的were应该是did，DE的比较级不应该用lower，但这里有个问题就是costs的比较级应该是less还是fewer？我觉得costs应该是可数名词吧？less用在这里合适么？希望NN指教

那就是说A选项是个省略，原句应该是less than the percentage they rose，是么？

I guess it's comparing the "percent" not the "costs"
