题目让选哪一个有可能是对的，只要选出可能的那个就可以了。
取一种极端情况，90年heavy rainfall只有一天，但下了超级超级超级多的雨，直接秒杀91年全年总和，这样可以使90年的moderate rainfall 和 light rainfall 的天数都比91年少，但总的雨量比91年多.

而且你再看看别的选项，和题目描述的事实不符，根本不可能对。只有A可能是对的。

你把这个当成不等式来列就清楚了

HEAVY RAIN只是告诉你雨量大于2 对吧？ 天数少不代表总雨量小啊!! 这里只是大于，没有上限的，一定要注意这个条件！！

例如，90年下大雨5天，每天100inch。。。。91年下大雨6天，每天3inch。。。

不知道我解释的是否明白？
