这个句子我觉得可以这么理解：
minority graduate are four times more likely in planning to practice than other graduates are.
如果你选了C， 那么把句子还原之后就成了minority graduates to plan on practicing.. 和other graduates 比了。这里少了一个are， 助动词没了，比较对象就不对等了。

答案到底是A 还是C 呢，我觉得2楼说的有一定道理，但是我觉得C选项少了are是省略了以保持简洁。

经与澳洲读高中大学的哥们讨论，答案是C。句中第一个Are起的作用是they ARE four times more likely...和planning并无关系，第二个Are修跟的是planning。。。两个对不上号。

所以这道题A是错的，因为A第二次出现的are因该省略，正确答案是C, 对吧？大家再帮忙最后确认一下！！
