This is clear from the fact that ... it will be impossible , and it should be obvious that a society is stable only if its laws tend to increase the happiness of its citizens.

我是分析了句子结构后选了B的.第一句话是总观点,而上面引用的这句是个并列句,说了两个并列明显的事实.所以是用来分摊支持论点的.如果是consequence of argument的话,应该会描述人民安居乐业后如何如何如何吧.
