主语为 A and B 时，谓语动词的单复数形式？

A and B的形式，如果A和B表示的两个不同的东西，那么谓语动词用复数。有少数例外，比如 a painter and composer，指的是一个人既是画家又是作曲家，用单数。a painter and a composer，一个画家和一个作曲家，用复数。

the predominant industries and the regulatory environment  这才是句子的真正主语 也是of结构的中心词，后面的each state只不过是用来修饰他们的 根据A and B后面谓语动词复述 所以使用复数
