Several industries have recently switched at least partly from older technologies powered by fossil fuels to new technologies powered by electricity. B中文章说的是operation而不是machinery，比较operation那只能在amount上面比较了，所以B错

manufacture machine所用的fossil fuel与题目讨论主题无关。
我们假设B是对的，那么也不能strengthen the argument。因为，新技术下生产机器所用fuel减少并不意味着在实际工作过程中所用fuel就一定减少。

要这么说E也不见得，因为假设新技术生产过程中的fuel用量上，但生产新技术应用于的机器时候所需要的fuel多。

要说考虑的是生产过程中的用量也对，support题假设下面的对，反正B也是support了原文结论。
