my two cents: (b) needs to have a "that" in second that clause. and it cannot be omitted since the other two are present.

b. ... that mortgage rates are high, [that] housing in the new location costs more, and that it is difficult to sell the old home.

(a) may not be a perceft answer, but is probably the "better" one compared to other four choices.
