C中才用those指代rates B相比之下比较对象就不清晰.

其实 我感觉 这个C 选项的  exceeding后面的结构 如果是rates 的话 也可以 但是 是不是 提示我们一点exceeding不需要非常严格的对等 只需要我们 了解旨意就可以了  因为 如果是 按照严格的对等 那么  exceed的对象 也绝对应该不是rates 对吗
