Because it has no impact on the argument.  You need to identify the premise

and conclusion of the arugment before evaluating the answer choices.  The fact

that Country X has access to occean while Country Y does not would not

translate into any DIRECT explanation for the difference in agriculture

production without adding further assumptions.
