如果D改为Any trade embargo against Patria would be likely to fail，肯定选它了。但是为什么要加at some time来限制？有时选项中出现“有时”、“一段时间”、“部分”就要排除的。

对某一个国家禁运成功的话，要求高度的国际一致性去阻止货物进出。对P港的禁运行动导致了国际上禁运的不一致。

说明肯定有贸易禁运失败了。at some time说明了这个事情发生的一种可能性。只要任何一个时间时间上的贸易出入存在。都说明了原文的国际上禁运的不一致。

是一定正确的；用at some time没用at any time恰恰说明了一定正确，因为肯定是在某个时间有贸易出入该国了。

包含了"at any time"，所以"at some time"也正确，"at other time"也正确，当然题目

不会出"at other time"因为"other time"没有比较对象。

P国，可对于封锁P国的港口却不一定意见一致，而如果这个意见不一致，禁运

就有可能不成功。
