OG SC 93 关于时态问题 求教

Heating-oil prices are expected to be higher this year than last because refiners are paying about $5 a barrel more for crude oil than they were last year.  

对于这个正确选项所用的时态问题 ，有些疑问。似乎PAY 这个动作 ，不能延续呀~~一次性完成它的动作不是不能用现在进行时吗？

就是觉得市than之前和之后的一个对比， 一个现在正在，一个过去的。 其

实在阅读里面我觉得语法可能与sc的语法还是不一样的，很多时候看见定于从

距that不是紧埃索修饰的词的， 而且好多n+which都没有逗号。 阅读毕竟阅读，

不要太纠结与语法。

有个问题，就是OG上的解释也是说这里比较的是this year 和 last year 的价格，为什么CE中Last year's都被排除掉了呢？？
