过去的一段时间，一般不能用现在完成时；而过去完成时则需要体现出过去的过去这个概念

完成时一般不能在句子里单独使用，换句话说就是它需要一般现在时或者是一般过去时在一起搭配用。

完成时有两种情况，一是过去的动作延续到现在，二是过去的动作结束了，但它的影响延续到现在，这道题当中concerns 并没有一只lead到现在，它的影响也并不明显，所以就用过去时，而且有between 1876 and 1904, 算是一个小提示。

这题主要考的不是时态的问题，P.S.没有明确的时间提示可以用现在完成时，但没有明确的逻辑先后顺序不能用过去完成时。
这题主要考的是状语的放置位置between 1876 and 1904 ，首先排除DE用there be啰嗦了,B的between 1876 and 1904 修饰了sewer systems ，逻辑不符，同样的C中 between 1876 and 1904 修饰了led to ,逻辑不符。
只有construction才能历经从1876到1904

我个人认为 of 和between 。。。and。。 的前后顺序是颠倒的~我觉得B错的重点还是在它用了现在完成时，因为没有hint使用have led，1876 到1904年是个过去的概念，have led 是发生在过去，但与现在有关的概念。而且，现在完成时一般是与一般现在时或一般将来时连用的~基本不单独出现。不知道你们的看法如何？多多指教~

B中between 1876 and 1904 严格修饰的是 sewer systems ，而不是 construction of three separate sewer systems，时态问题可以挑刺，但此题不可作为判错标准
