几道语法题

这是一组类似的题, 其中第1题已被贴过, 放在这里想比较一下:

The answer is C.

The answer is A.

我原本认为第一题之所以选C, 是因为be able to 不是中心动作, 而command才是. 但这样就无法解释第二题的答案. 这类题究竟如何判断补出的助动词, 还请大家指教!

另一个小问题关于时态, 第二题中的 for a few years in the 1940’s 是否强调在40年代期间呢? 如何判断这里应该用现完而不是过完?

for a few years in the 1940’s 是否强调在40年代期间呢? 我认为是强调came ，但后面的与此武官，因为从逻辑上将他包含了许多同类的人。
其实，如何捕处动词、要不要不出动词，主要看不捕处会不会引起歧义。
