书上的答案是A,我选C。书上的解释是where once表原因,相当于because.可我在辞典上怎么也没找到where的这种用法嘛!而且从句意上理解,句子前后有转折的意味.“(尽管)工会曾经默认其English-speaking member支持对移民工人征收外国税的这一行为,(但是)1897年之后工会坚决征召了Italians and Slaves”。While可以表达出这种转折的意味。而且A中的by supporting 把support这个动作的执行者看成是the union，而不是its English-speaking member。
