我觉得选项应该是提出不同分配方法
看三个数字分别是不是整数吧

举个例子吧，比如4个人工人，除以3余1， 分配到3个地方，那么可以是1 1 2个分法，那么每个地方就有 （4-1）/3个人，（4-1）/3个人，和（4+1）/3个人
