我是这样理解的，第一句话说政府想要保护土地。紧接着文中提出，第一种方案即购买土地不合理。然后说，由于农民在土地可以耕种的情况下是不会卖出土地的，而现在是因为缺少资金技术等支持不能使土地 farming visible. 然后最后一句说支持农民是最好的方式。   文中都是围绕第一句话说的，即提出结论，然后分析其中一种方式的缺陷再提出另一种较好的达到目的的方法。

啊哈～我明白了～方案一说高价买地，但怎么也争不过开发商，所以不行；另外，如果农民不卖地，就是从源头解决，所以关键就是使农民现代化就可以保证农民不卖地，从而达到保护的目的～
