为什么是A呢？其实我觉得五个选项都是对的~~

取非之后就知道了，a如果取非的话就是很多城市的污染不全都是industrial造成的，但是题目还是可以成立的。因为即便不是大部分，也是其中的一部分，那么控制他们就会有效果。因为题目的结论是在别的城市仿效这种做法。

我总觉得我语言表达能力有限，不知道说明白没，不好意思。

忘了说了，D取非之后就不成立了。如果别的城市对鸟的数量没有要求，那么别的城市肯定没有动力去这么做。

是因为entirely么？？london也没说全是因为工业。。不知道。。等大牛解释。。
