翻看了以前的讨论,大家的思路我明白:
subway的人拥挤导致赶train的人delay,所以政府扩大subway的乘客量20%,必然会导致拥挤的加剧。然而train trip的数量仅仅增加5%,为什么不会让delay增加
答案:计划扩大的乘客量是在train的低峰期,也就是train人少的时候,这时候train trip增加5% over the same period,所以delay一定不会增加
可是我不能理解这句话(打死我吧。。)

可是这里。。because it is difficult for passengers to exit from the trains。。好像是先坐trains再坐subway啊。。。。那以上推理不就不成立了?
