全文整个意思，无非就是在说政府撒谎是有原因的，是为了国家利益的，所以应该被体谅（因为它不是为了要说谎），因此D选项“如果是单纯的说谎就不应该被原谅”正是和原文一致的。而C选项完全与原文主旨无关，所以选C。

11题我选E，不知道对不对，只是觉得这个是最明显的不能拿哥伦布的例子来justify美国政府说谎行为的原因了
