宾语从句并列，在后面的并列结构中能否省略that？

突然有点疑惑..宾语从句并列，在后面的并列结构中能否省略that？

宾语从句省略了that会造成意义的改变，如果有两个that的句子是这样的关系：主句+that+从句+and+that+从句
而若把第二个that省略则会出现如下关系：主句+that+从句+and+并列主句
也就是说原来是大宾从带小并列，现在是大并列带小宾从

我在BY书里看到1道题：

以上划线部分已经是正确的了。
他的解释是，and之后省略了that, published 前省略了be。

是不是跟楼上说的矛盾了呢？
很疑惑，在并列的宾语从句结构中，到底可以不可以省略第二个宾语从句的that?

P.S. 我在BY的另外一个章节中看到他说，宾语从句并列，连词that不能省略...

不能加that，因为后面的Results是源自the levels of bacteria in seawater at popular beaches be measured ，如果加that，变成并列，那突然冒出个result,读者会搞不明白。
