为了improve saving rate ,一个国家打算提出一个计划，就是允许投资者每年存1000美金不用付税,前提是不能在65岁前提出这些钱,否则投资者要付到65岁时候,这些钱的利息.

排除法好像比较好：
a讲免税帐户里的钱归谁管 不能说明为什么plan好
b削弱 大家65岁钱都把钱提走了 plan刺激长期存款的目的就没了
d前10年中长期存款率一年比一年低 只是现象而已 并不说明newplan

就能解决这个问题
e讲非公民 很无关
c讲大部分公明都愿意在65岁前网免税帐户里存钱 那plan的目的---

这个很简单，你看他说促进长期投资有了一个刺激方法，但是有一个附加条件，就是65岁之前提走这笔钱很不划算。那么就针对这个附加条件加强咯~ 要是所有的人都65岁以后才存这个款，既优惠又不受限制，岂不糟糕？所以排除这种可能，加强咯~

决策类的题，plan是否有用有两种情况：1.不会做别的事，会按决策说的做。OG上有道题讲垃圾填埋的。2.之前不会有别的因素已经导致结果产生。
