正确答案是D,  我可以排除ABCE , 但是对于OG里面的解释我不理解 ,  特别是指代问题 .  希望各位给些建议

选项A: they  does not have a referent,
我的疑问: 为什么they没有指代呢?
               prep上面关于代词指代问题的解释：
            ●代词不一定是就近指代（但过远一定不好），通常代词指代对象的查找顺序为：
            ●(1) 主从句中：先指代主语的核心词，再指代宾语或表语的核心词，最后指代修饰语中的名词。
            ●(2) 并列句中：有2个或3个句子并列，第2个或第3个句子中的代词应该优先指代第1句中主句的名词
            按照这样的逻辑,they应该指代public universities.(即使这样的指代有语法错误,但是我认为不能解释说they没有指代词啊)

选项B:they指代activity fees
我的疑问:按照上面prep的解释, they不是应该先考虑主语的核心词吗?那主语的核心词不是public universities吗? 为什么OG说指代的是activity fees呢? 我不明白...

顶！同问~~~OG的解释是To which does “they” refer？It would appear that the "universities" must give the money,but "they" does not have a referent.
为什么they不能指universities呢？而要说they无所指呢？

A选项中，因为students是在所有格结构中，所以they不能指代students.
B选项中，they也不能指代students，因为前面只出现了单数名词student，而且

是作为形容词修饰fees
C和E中，出现了多余的连词（C：even if, but      E: even though, but）
