虽然and前后一般要求时态 形势等的平行，但是在本题中 and前后分别指出了时间发生的时间状语ten to twenty
billion years ago 和 ever since，所以这种情况下，and前后的动词时态根据自己的时间状语判断即可。
个人理解，求指正
