原文前提是 当产品需求增加的时候，工厂对生产安全和设备维护就更加重视，从而推出，当产品需求增加的时候，生产事故就会减少。

5个选项中，B是最好的选项，暗示产品需求增加会雇佣更多的员工，但是却没有给予足够的培训，所以也不一定能保证生产事故会减少。

对啊，我也是不明白，怎么都不管less money is available for safety precautions and machinery maintenance这句了呢？？？

想了半天，那莫非就是这句话是和demand is low 是并列的，而不是和Thus后的the average number of on-the-job accidents per employee each month should be lower during periods when demand is high than when demand is low并列，是不？？？？

那其实在语法上来讲（不看意思的话），是不是两种理解都对啊，这样不就有歧义了吗？不是唯一的理解了。。。

不过从意思上来看，还是应该和demand is low 并列合适点。。。

不过，我最初以为这是一种让解释矛盾的题。。。因为事故率低的话，用于安全防范和机器维护的钱也就能少了嘛，那这么说不也能解释的通吗？？？？
