原文的结论是：尽管station增加了，但因为RDS和以前的数量一样，最终推出结论在该地区收到special program information 的人数也不会增加~~人数不会增加使这道题的结论

A正好排出了使结论不成立的一种可能性，就是那些94年后新增加了的人们并不包括以前已经能收到special program information 的人们，是结论的一个assumption

D选项说的是在96年没有收到special program的人们在94年以后也没有收到~~这跟人数增加没有关系啊~~这些人没收到的还是没收到

不是 receiving the special program，是 receiving the special program information。这里不是说收不收到节目的问题，而是说收不收到关于节目的特别讯息。

A 对因为题干只说电台多了，并没有说可以收听得到这些电台的无线电是否多了。题干只是说，有多少无线电可以接收特别讯息，但并没有说在 1994 年，所有这些无线电都接收到所有电台的讯号。

我觉得A的意思 是：很少有1994之后的RDS radio station 向那些生活在没被RDS stations覆盖的地区 但是有RDS-equipped radios的人广播。
LS的 “A直译：1994年向Verdland广播的电台（即便是有）也很少不能将信号发送到有特殊设备的人所居住的地区。”
这个“不能发信号”是怎么翻译的呢？。。原句里面没有“不能”的意思啊

我觉得这里的D出得很阴险，取非之后看起来是可以削弱，但题干里已经说了Radio stations with radio datasystem (RDS) technology broadcast special program information that only radioswith an RDS feature can receive. 所以没有这种收音机的人本来就不在考虑范围内

A，同意LS观点，应该是“很少能发信号”
