4、1）前后时间平行：now---early decades。若为now---in early decades就不平行了。
   2）没有动作，使比较点无可比性

19,此题用排陈法，后两个一定不对，B，C中的THEY 无指代，A中：FORBIDDING 应是放在ORDIANCE 后，此题属于定语后置。省略WERE。
4：TONGXUN，我觉得这道题的解释为什么用HAVE 不用DID，应是DECADES 表示的是一个持续的时间，HAVE 作有讲，如果不是有特定的时间，也应用DID。OPEN TO DISCUSS。

ordinace后不一定要用ing形式！A中要是有were就更好了，是不是省略我不知道，但我认为补出were更平行。若是省略，我认为省的不必要。
关于省略，其实要把握一点：若去掉某些，但意思没变或仍能准确表达，则可省略；若省略会导致歧义，则不能省略。（不知道你明白吗？我说的太苍白了）
