真心呼唤NN啊 这道题应该选什么啊，看了以前的讨论，发现没有定论的。PREP上给的答案为A
我觉得E也没有错的啊，不选A的理由是
1）that修饰有歧义的act和congress放在后面的定语从句中都说的通
2）在句子主语后面加了这么一大串的定语，会不会头重脚轻的感觉

A句结构 ..., the act of Congress made provision,..., (注意中间的三个COMMA。WASHINGTON, D.C.是固定搭配，所以WASHINGTON之后的COMMA不做考虑。而第一个和第三个COMMA之间的内容 ，WASHINGTON, D.C.,是作为同位语修饰THE NEW FEDERAL CITY的), also established... 结构完整正确

E句问题在于 ... the act of congress made provision...., also establishing...前后不PARALLEL不说，后面的COMMA+V-ING是修饰整个前面的CLAUSE的。然而ESTABLISHING是ACT发出的，而不是THE ACT MADE PROVISION发出的。

establishing 做伴随状语的话不就是act发出的吗？

不是，establishing做伴语是修饰整个前面的句子，相当于一个副词。

这里PROJECT不会打断公司的年度计划，而是PROJECT进行的不顺利所以才打断了公司的年度计划。
