还是不太理解为什么不可以选A呢？

LZ题抄错了吧，原句（正确的）应该是As the chair of…………因为后面有18 consecutive years 和for 28
years，所以依照句意不应该是当former chair当了这么久，参加了这么多会议，用as the chairman就行了，句意可以通过后面attended的时态表现出来
